Construction of a technical centre in Heiterblick, Leipzig, Germany – realisation in the form of a public private partnership
Construction of a technical centre in Heiterblick, Leipzig, Germany – realisation in the form of a public private partnership
The Heiterblick site and the findings of the property concept are to be retained and the current function as a vehicle maintenance site expanded to become a technical centre for rail vehicles. The long term goal of the project is the localised concentration of different facilities or companies of the Leipziger Verkehrsbetriebe that supply services concerning the tram network in Leipzig, in future also in the capacity of a contractor of third parties in the rail traffic sector. Within the LVB technical centre itself the following capacities will be enabled: the manufacture, servicing and maintenance of rail vehicles and track systems together with the storage and servicing of LVB buses.
The VCL project management is working on the co-ordination and decision-making levels in a staff function, alongside the customer, LVB, planning participants and several management consulting companies, as well as the users and external participants. The task of project management is to undertake project management tasks to provide essential support to the LVB in the processing of the project for all transferable areas of activity in the capacity of a proxy of the customer.
The planned PPP financing model gives rise to further specialised fields of tasks that are managed and co- ordinated in an integrated manner by VCL.
